Funding Accepted for Water/Sewer Improvements

During the regular monthly meeting of the Greenfield City Board on Tuesday, October 11, resolutions accepting funding for improvements to the city’s sewer system were approved.

CDBG Sewer Project

The Board approved a resolution accepting a CDBG grant for assistance in financing the 2020 CDBG Greenfield Sewer System Improvements Project for improvements to the city’s wastewater system.

The Board awarded the project to Marbury Construction Company from Denmark, TN, which submitted the lowest and most responsive bid in the amount of $309,116 for the construction of the project, with the approval of the award and agreement by the State of Tennessee Department of Economic and Community Development.

The resolution authorizes Mayor Cindy McAdams to execute the contract documents on behalf of the Greenfield Board of Mayor and Aldermen.

The resolution passed by a vote of six to zero, with aldermen James Roy Pope and Leanna Stephenson being absent.

Wastewater Improvement Funding

The Board approved a resolution accepting funds authorized and appropriated by the federal American Rescue Plan (ARP) Act to be used for eligible drinking water, wastewater, or storm water projects.

The Tennessee Department of Environment and Conservation (TDEC) has been designated to administer these funds.

The resolution authorizes Mayor McAdams to accept the transferred amount from the County of Weakley in the amount of $680,662.05 to be used for: water system and wastewater system improvements as allowed by the TDEC ARP grant guidelines.

Additionally, the City of Greenfield will be responsible for the required local match of 10 percent, up to the amount of $147,668.50, as provided in by the water and wastewater funds.

As stated in the resolution, Mayor McAdams is designated and appointed as Financial Officer, authorized to perform on behalf of the City of Greenfield, Tennessee, those acts and assume such duties as are consistent with the said position.

By accepting the ARP funds, the City of Greenfield absolves Weakley County of the responsibility of the application process; administration; reporting; or contractual agreements with engineers, contractors, administrators, and any other parties necessary to carry out the program.

Mayor McAdams is authorized to execute and submit the Proposal/Application with the appropriate assurances to the State of Tennessee, Department of Environment and Conservation (TDEC), requesting the use

of ARP funds in the amount of $1,624,353.49 (City Allocation $796,022.94, County ARP Allocation $680,662.05, and the Local Share $147,668.50) for use in making vital improvements to the water and wastewater systems which serves the City and County residents.

The resolution was approved by a vote of six to zero, with aldermen James Roy Pope and Leanna Stephenson being absent.

City Hires Sound Company

The Board approved hiring Lowrance Sound Company to install equipment to record city board meetings. The total of the bid for the equipment and installation is $3,066.76 with no yearly maintenance fee.

The motion passed with five “yes” and one “no” votes, with aldermen James Roy Pope and Leanna Stephenson being absent.

Financial Report

In the financial report, Mayor McAdams stated the sales tax collections for the previous month were as follows: local = $32,875.85; and state = $17,354.64, for a total of $50,230.49.

Greenfield Citizens’ Input

Under Greenfield Citizens’ Input, Frank Gibson commended Marilyn Pugh for the great job she is doing with the Senior Citizens Center.

Gibson also complimented Fire Chief Bob Dudley for a great Fire Prevention Festival.

Department Reports

In department reports, City Recorder Callie Smithson presented the September, 2022, monthly reports of daily cash receipts, deposits and bank balances, monthly revenue, payroll, changes in utility billing, and expenses (totaling $73,095.40). These items were examined and approved by the Mayor and Board Members with six “yes” votes. Aldermen James Roy Pope and Leanna Stephenson were absent.

Fire Chief Bob Dudley expressed his appreciation to everyone for their support during the Fire Prevention Festival.

In the police report, Alderman Bobby Morris asked if the raise discussed at last month’s meeting for Lt. Danny Smith in his new position has been implemented. Police Chief Joey Radford said it was discussed and Lt. Smith could be given the raise, and the budget could be amended at the end of the fiscal year, which is the usual practice.

Announcements

In announcements, Mayor McAdams stated:

• The Yard of the Month Award was presented to Alvin and Lora Thomas at 211 East Main Street.
• Public Works employee Brad Goodlow will be retiring October 31.
• The Community-Wide Trunk-or-Treat will be Saturday, October 29 from 4:00-6:00 p.m. on Front Street.
