A Letter from the Candidate
I’m Courtney McMinn, your Republican Weakley County Circuit Court Clerk. I am married to my high school sweetheart, Brandon McMinn and we currently live in Sharon with our children, Avery and Brody. I was unanimously appointed to this position by the Weakley County Commission in 2021 after the previous Court Clerk resigned from her term. I am running to continue in this position out of my devotedness to this office and because of my passion to serve the citizens of Weakley County.
My legal office experience began almost 15 years ago when I started working at the Law Office of Jeff Parham as a legal assistant. During that time, I worked on cases ranging from real estate transactions, estates and conservatorships, child custody and divorces, and business law. These experiences allowed me to build great working relationships with many involved in the local judicial system. Because of this legal background, I bring extensive knowledge to the Circuit Court Clerk’s office.
In 2013 Judge Parham began his campaign for Circuit Court Judge of the 27th Judicial District covering both Weakley and Obion counties. I then began to not only help run Judge Parham’s legal practice but also help manage his campaign. In 2014, Judge Parham was elected and sworn in as the Circuit Court Judge. At this time, Judge Parham hired me to be his Judicial Assistant. In this position, I managed Judge’s calendar, attended civil and criminal Court hearings in both Weakley and Obion Counties, handled all the financials for the office, and prepared all letters, orders, jury instructions, and any other needs requested by Judge Parham. I was also able to build a great working relationship with all who are involved in the local judiciary system, including Judges, the District Attorney General’s Office, the Public Defender’s Office, our Weakley County Sheriff’s Department, State and County Probation officers, many private attorneys and their assistants, and the staff of the Circuit Court and General Sessions Clerk offices.
In the short time, I have been in office, I have worked to learn each position of the office while also handling the administrative responsibilities. I believe the office has made changes to more efficiently serve the citizens of Weakley County. I have been able to upgrade our technology by providing individual desk scanners for the deputy clerks and bookkeeper. I have also been able to work with our bank for our General Sessions account in obtaining a check scanner to allow for mobile deposits of all checks and money orders that come through the office. I have also worked on beginning cross-training within the office and am currently working with our current software company on training for myself and the deputy clerks on learning areas of our software that have not been previously utilized that I believe will benefit all who come through our office.
During my time in office, I began my Certified County Official Training Program Certification. I have completed all of the classes, and the exit exam, and plan to attend the upcoming Capstone event to finalize my certification. I also plan to provide for two deputies to attend this year’s training and receive their certification to help further their knowledge of the office and the workings of the other County offices as well.
As long as I am the Circuit Court Clerk, I will continue to focus on always making necessary improvements within the office and continue training for myself and the deputies. I plan to continue with the cross-training throughout the office so that each deputy can help any citizen who walks through the door. I also plan to bring the collections of outstanding fines and court costs current with the Collection Company so we can try to bring in more revenue for the County.
